Constitution

1) Structure. The Strat Tournament Players
Club (STPC) is an organization dedicated to the enjoyment of Strat-o-Matic™
(SOM) Baseball tournaments. STPC members
can play in tournaments offered within any of the following six regions:
a) Eastern.American.Strato.Tournaments – E.A.S.T. Region. The STPC Council Member is Harry Flawd. The E.A.S.T. Region conducts face-to-face
tournaments in states and provinces in the Eastern Time Zone but excluding
Pittsburgh and cities West of Pittsburgh and also
excluding states South of Kansas, Missouri, Kentucky and Virginia. Pittsburgh will be a joint E.A.S.T.-Jasper
City.
b) NetPlay Region. The STPC Council Member for the NetPlay Region is Norm Plouffe. The NetPlay Region
conducts tournaments using the SOM Computer Game’s NetPlay
Option.
c) PureStrat Region. The STPC Council Member for the PureStrat Region is Alan Small. The PureStrat
Region conducts tournaments where players use the SOM cards, an Internet dice
roller and Skype™ for voice communication.
d) Jasper Region. The STPC Council Member for the Jasper Region
is Rolando Cruz. The Jasper Region
conducts face-to-face tournaments in states and provinces in the Eastern and
Central Time Zones but excluding Pittsburgh and cities East of Pittsburgh and
states South of Kansas, Missouri, Kentucky and
Virginia. Pittsburgh will be a joint
E.A.S.T.-Jasper City.
e) South Region. The STPC Council Member for the South Region
is Willy Dominguez. The South Region
conducts face-to-face tournaments in states and provinces in the Eastern and
Central Time Zones but limited to states South of Kansas, Missouri, Kentucky and Virginia.
f) West Region. The STPC Council Member for the West Region
is Mike Breithaupt. The West Region
conducts face-to-face tournaments in states and provinces in the Mountain and
Pacific Time Zones.
2) STPC Authority and Responsibility.
STPC
is governed by a Council that is comprised of representatives from each STPC
region. The STPC Council’s authority is
limited to:
a) The planning and conduct of
the STPC Championship Tournament (a.k.a. The Worlds).
b) The STPC Website which will
have:
i)
A link for each Region for schedule and tournament information.
ii) Recent winners highlighted.
iii) National points calculations
and rankings for STPC Members and links to region points, calculations
and rankings.
iv) In-game rules for all
tournaments.
v) Useful statistics including
prior drafts and average pick sheets.
vi) The Code of
Conduct (which all members must adhere to).
c) The Flyer that goes out with
the SOM Cardsets and includes information about the
regional tournaments.
d) The Rules Committee Process
for rule changes.
e) Extending membership
invitations and responding to and approval/disapproval of membership requests.
f) The discipline for members
who violate the Code of Conduct at
the Worlds.
g) The appointment of the
Webmaster, Treasurer, Statistician, Records Keeper and
all other persons responsible for various STPC functions.
h) The STPC Constitution (this
document).

3) Regional Authority. Regional Authority covers
everything not defined in Section 2 for STPC and specifically includes:
a) How the Rules Committee
representative for their region is determined and how long they serve. Note: Until the STPC Council decides
otherwise, the STPC Council will also serve as the Rules Committee.
b) Everything relating to the
scheduling and conduct of tournaments within their Regions except the STPC
Championship (a.k.a. The Worlds) and except where
noted in Sections 2 and 4.
c) Recruitment of new players.
d) Regional points calculation
(which may, at Regional Council Member’s option, be delegated to STPC).
e) The discipline for members
who violate the Code of Conduct at
tournaments within their regions (not including the Worlds – See 2f). If any sanction is imposed, the Region
Director will inform the STPC Council of the infraction details and the
corresponding sanction so Council Members can decide whether wider sanction is
appropriate.
4) Regional Responsibility. Each Region
will:
a) Follow the in-game rules
that are published on the STPC website.
b) Pay the STPC Treasurer
$5/person/tournament. Toby Strite is the
STPC Treasurer.
c) Provide a copy of each draft
(DRAID Format preferred) to the STPC Programmer. Matt Crowley is the STPC Programmer.
d) Provide pre and post
play-off records (for each tournament in their region) to the STPC
Records-Keeper. Chris Wiseman is the
STPC Records Keeper.
e) Allow only STPC Members to
play in their tournaments. Exception: At
the discretion of the Region Director, a non-member may play in their first
STPC tournament but must apply for membership thereafter.
f) Complete all regional
tournaments by December 20th of each year.
5) Rules Committee. The STPC Rules Committee will
consist of one representative from each region and will be responsible for:
a) The in-game rules.
b) Providing clarifications (as
needed).
c) Following the rule change
process that is provided by the STPC Council.
